What is the Texas Rising Star program?
The Texas Rising Star program is the Quality Rating and Improvement System (QRIS) for Texas. The program uses a standard set of criteria that exceeds Minimum Standards (required by Child Care Regulation) for childcare providers to attain a state level certification. There are three levels of certification: 2-star, 3-star, and 4-star and each star reflects a higher level of quality that has been achieved by the provider. A 4-star provider has met the highest quality standards under this state accreditation. As part of the 87th Texas Legislature, Regular Session (2019), House Bill 2607, requires all Child Care Services (CCS) providers to participate in the TRS program effective 10/3/22. The Legislation also created a new entry level for CCS providers (entry level designation) and requires providers to attain at least a 2-star certification in the program within two years.
